Resolution 1993/23 Resolution E93r023 27 July 1993 43rd plenary meeting International Year of the Family The Economic and Social Council Recommends to the General Assembly the adoption of the following draft resolution: “International Year of the Family “The General Assembly, “Reaffirming its resolutions 44/82 of 8 December 1989, 45/133 of 14 December 1990 and 46/92 of 16 December 1991 concerning the International Year of the Family, as expressions of the determination of the peoples of the United Nations to promote social progress and better standards of life in larger freedom, “Recalling that major United Nations instruments on human rights and social policy, as well as relevant global plans and programmes of action, call for the widest possible protection and assistance to be accorded to the family, “Convinced that equality between the sexes, women’s equal participation in employment and shared parental responsibility are essential elements of modern family policy, “Conscious of the existence of various concepts of the family in different social, cultural and political systems, “Aware, at the same time, that families are the fullest reflection, at the grass-roots level, of the strengths and weaknesses of the social and developmental welfare environment, and as such offer a uniquely comprehensive and synthesizing approach to social issues, “Realizing that families, as basic units of social life, are major agents of sustainable development at all levels of society, and that their contribution to that process is crucial for its success, “Stressing that the observance of the International Year of the Family in 1994 will immediately precede the celebration by the family of nations of the historic fiftieth anniversary of the Charter of the United Nations, “Having considered the report of the Secretary-General on the state of preparations for the International Year of the Family, “1. ... RESOLUTION 1991/14 Resolution E91r14 30 May 1991 12th plenary meeting Preparation for and observance of the International Year of the Family The Economic and Social Council Recommends to the General Assembly the adoption of the following draft resolution: The General Assembly, Recalling its resolution 44/82 of 8 December 1989, in which it proclaimed 1994 as International Year of the Family, designated the Commission for Social Development as the preparatory body and the Economic and Social Council as the coordinating body for the Year, and requested the Secretary-General to prepare, on the basis of his report and in consultation with Member States, concerned specialized agencies and interested intergovernmental and non-governmental organizations, a draft programme for the preparation for and observance of the Year, Recalling also its resolution 45/133 of 14 December 1990, in which it invited Governments, specialized agencies, intergovernmental and non-governmental organizations concerned, as well as interested national organizations, to exert all possible efforts in the preparation for and observance of the Year, and requested the Secretary-General to finalize a draft programme for the preparation for and observance of the Year and to submit it for consideration by the Commission for Social Development at its session in 1991 and by the General Assembly at its forty-sixth session, Conscious of the existence of various concepts of the family in different socio-political and cultural systems, Noting with satisfaction that the unanimous proclamation by the General Assembly of 1994 as International Year of the Family has increased the awareness and highlighted the importance of family issues among Governments, specialized agencies, regional commissions and intergovernmental and non-governmental organizations, as well as interested national organizations and, consequently, has promoted a better knowledge of the economic, social and demographic processes affecting families and their members and has focused attention on the equal rights and responsibilities of all family members, Expressing its appreciation to Governments, specialized agencies and the non-governmental organizations concerned for the activities already taken up in support of the objectives of the International Year of the Family, thereby increasing awareness of family issues at local and national levels, Having considered the report of the Secretary-General entitled “Preparation for and observance of the International Year of the Family”, 1. ... RESOLUTION 1987/37 Member Name E87r037 28 May 1987 17th plenary meeting International Year of Shelter for the Homeless The Economic and Social Council, Recalling General Assembly resolution 37/221 of 20 December 1982, in which the Assembly proclaimed the year 1987 International Year of Shelter for the Homeless, Recalling also General Assembly resolution 41/146 of 4 December 1986 and Council resolution 1986/41 of 23 May 1986, Recalling further that the objective of activities before and during the Year is to improve the shelter and neighbourhoods of some of the poor and disadvantaged by the end of 1987, according to national priorities, and to demonstrate by the year 2000 ways and means of improving the shelter and neighbourhoods of the poor and disadvantaged, Recognizing with regret that a considerable part of the world’s population does not have adequate shelter and lives in extremely unhealthy and unsanitary conditions, Noting that the lack of adequate housing for millions of people constitutes a serious social problem requiring urgent action at both the national and international levels, Taking note of the fact that the Universal Declaration of Human Rights, the International Covenant on Economic, Social and Cultural Rights, the Declaration on Social Progress and Development and the Declaration on the Right to Development provide that all persons have the right to an adequate standard of living, including adequate housing, and that States should take appropriate steps to ensure the realization of that right, Recognizing that the provision of adequate shelter is essential for the promotion and achievement of national economic and social development and human health, 1. ... RESOLUTION 36/77 Resolution A36r077 8 December 1981 International Year of Disabled Persons The General Assembly, Recalling its resolution 31/123 of 16 December 1976, by which it proclaimed the year 1981 International Year of Disabled Persons, Recalling also its resolutions 32/133 of 16 December 1977, by which it established the Advisory Committee for the International Year of Disabled Persons, 33/170 of 20 December 1978, 34/154 of 17 December 1979, in which it, inter alia, decided to expand the theme of the International Year of Disabled Persons to “Full participation and equality”, and 35/133 of 13 December 1980, Deeply concerned that no less than five hundred million persons are estimated to suffer from disability of one form or another, of whom four hundred million are estimated to be in the developing countries, Reiterating the continuing need to promote the realization of the right of disabled persons to participate fully in the social life and development of their societies and to enjoy living conditions equal to those of other citizens, as well as an equal share in the improvements in living conditions resulting from social and economic development, Recognizing the the observance of the International Year of Disabled Persons has contributed to the attainment of these objectives, Recognizing also that a large number of disabled persons are victims of war and other forms of violence, and that the International Year of Disabled Persons has contributed towards the reaffirmation of the need for continued and reinforced co-operation among nations for world peace, Believing that the activities undertaken by the international community in observing the International Year of Disabled Persons constitute a first essential step towards the achievement of the objectives of the Year, Convinced that the timely and significant impetus generated by the activities of the International Year of Disabled Persons should be maintained and reinforced with appropriate follow-up action at all levels, Taking note of the efforts of Member States during the International Year of Disabled Persons to improve the conditions and well-being of the disabled, Expresses its satisfaction at the convening of the World Symposium of Experts on Technical Co-operation among Developing Countries and Technical Assistance in Disability Prevention and Rehabilitation, at Vienna, Austria, from 12 to 23 October 1981, Expresses also its satisfaction at the convening of the World Conference on Actions and Strategies for Education, Prevention and Integration, at Torremolinos, Spain, from 2 to 7 November 1981, organized by the United Nations Educational, Scientific and Cultural Organization in observance of the Year, Taking note with appreciation of the progress made in the elaboration of a World Programme of Action concerning Disabled Persons, Having considered the report of the Secretary-General on the implementation of resolution 35/133, Having also considered the report of the Advisory Committee for the International Year of Disabled Persons on its third session, 1. ... RESOLUTION 36/71 Resolution A36r071 4 December 1981 International Year of Shelter for the Homeless The General Assembly, Recalling its resolution 35/76 of 5 December 1980, in which it expressed the view that an international year devoted to the problems of homeless people in urban and rural areas of the developing countries would be an appropriate occasion to focus the attention of the international community on those problems, Recognizing the grave and generally worsening situation of the homeless in the developing countries, Emphasizing that the building, improvement and maintenance of shelter, related physical infrastructure and social facilities can contribute significantly to national development, Convinced of the imperative need to mobilize effectively the considerable skill and resources that the homeless themselves possess for building, improving and maintaining their own shelter and neighbourhoods, Also convinced that, because of their complexity and magnitude, the problems of the homeless require co-ordinated and concerted action at all levels, Confident that an international year of shelter for the homeless could serve as a means of increasing public awareness at the local, national, regional and global levels and set in motion a process which would lead to significant improvement in the situation of the homeless, Considering that human settlements activities constitute an important policy measure for the attainment of the goals and objectives of the International Development Strategy for the Third United Nations Development Decade, adopted by the General Assembly in its resolution 35/56 of 5 December 1980, Noting with satisfaction the follow-up action so far taken by Member States on the implementation of the recommendations of Habitat: United Nations Conference on Human Settlements, and the support being provided by the United Nations Centre for Human Settlements (Habitat) to developing countries to facilitate that action, Recalling in that connexion its decision 35/424 of 5 December 1980 and Economic and Social Council resolution 1980/67 of 25 July 1980 on the question of international years and anniversaries, Taking note of Economic and Social Council resolution 1981/69 B of 24 July 1981 on the proposal to declare an international year of shelter for the homeless, 1. ...
