In occasione di colpi di stato, guerre civili o stati di emergenza la pena di morte è stata usata dai Governi come mezzo per eliminare i rivali, specialmente nei paesi con scarsa stabilità politica. Gli oppositori politici sono stati spesso processati in modo sommario e senza garanzie procedurali, e spesso giustiziati dopo un processo a porte chiuse senza che nessuno di essi abbia potuto appellarsi ad una Corte superiore contro le condanne espresse. Altra questione è quella delle esecuzioni extragiudiziali, dove i dirigenti politici hanno usurpato l’autorità dei tribunali sostituendosi ad essa e giustiziando gli oppositori politici senza alcun processo. Questo rapporto raccoglie casi di esecuzioni sommarie verificatesi nel mondo dal 1983 al 1994 ove (per esecuzione sommaria) si intende la privazione della vita in virtù di un giudizio pronunciato al termine di un processo, nel corso del quale sono state ignorate le garanzie previste dalla legge, e in particolare le garanzie di procedura enunciate nell’art. ...
