RESOLUTION 912 (1994) 3368th Meeting 21 April 1994 SC/5831 “The Security Council, “Reaffirming all its previous resolutions on the situation in Rwanda, in particular its resolution 872 (1993) of 5 October 1993 by which it established the United Nations Assistance Mission for Rwanda (UNAMIR), “Recalling its resolution 909 (1994) of 5 April 1994 which extended the mandate of UNAMIR until 29 July 1994 with a six-week review provision on the understanding that progress would be made in establishing the transitional institutions provided for under the Arusha Peace Agreement between the Government of Rwanda and the Rwandese Patriotic Front, “Recalling its statement of 7 April 1994 (S/PRST/1994/16) which, inter alia, reaffirmed its commitment to the Arusha Peace Agreement and urged all parties to implement it fully, “Having considered the report of the Secretary-General dated 20 April 1994 (S/1994/474); “Stressing that the Arusha Peace Agreement remains central to the peace process in Rwanda, “Expressing deep regret at the failure of the parties to implement fully the provisions of the Arusha Peace Agreement, particularly those provisions relating to the cease-fire, “Recognizing the initiatives made by the late Presidents of Rwanda and Burundi towards resolving the problems in their countries through peaceful means and in collaboration with regional leaders, “Shocked at the tragic incident that resulted in the deaths of the Presidents of Rwanda and Burundi on 6 April 1994, “Appalled at the ensuing large-scale violence in Rwanda which has resulted in the death of thousands of innocent civilians, including women and children, the displacement of a significant number of the Rwandese population, including those who sought refuge with UNAMIR, and the significant increase in refugees to neighbouring countries, “Deeply concerned by continuing fighting, looting, banditry and the breakdown of law and order, particularly in Kigali, “Stressing the need for all countries to avoid any action that might exacerbate the situation in Rwanda, “Expressing its deep concern also for the safety and security of UNAMIR and other United Nations personnel, and personnel of non-governmental organizations who are assisting in implementing the peace process and in distributing humanitarian relief, “1. ... RESOLUTION 894 (1994) RESOLUTION S94R894 S/RES/894 (1994) 14 Gennaio 1994 Adopted by the Security Council at its 3329th meeting, on 14 January 1994 The Security Council, Reaffirming its resolutions 765 (1992) of 16 July 1992 and 772 (1992) of 17 August 1992, Having considered the report of the Secretary-General on the question of South Africa dated 10 January 1994 (S/1994/16), Welcoming the further progress made in establishing a democratic, non-racial and united South Africa, and in particular the establishment of the Transitional Executive Council and the Independent Electoral Commission, and the agreement on the Interim Constitution, Noting that the legal framework of the electoral process in South Africa leading to the elections to be held on 27 April 1994 is defined by the Independent Electoral Commission (IEC) and the Electoral Acts, the Independent Media Commission Act and the Independent Broadcasting Authority Act, Commending the positive contribution already made by the United Nations Observer Mission in South Africa (UNOMSA) to the transitional process in South Africa and to efforts to curb violence, Commending also the positive contribution of the Organization of African Unity, the Commonwealth and the European Union in this regard, Reiterating its determination to continue to support the process of peaceful democratic change in South Africa for the benefit of all South Africans, Recalling the statement made by the President of the Security Council on 23 November 1993 (S/26785), in which the Security Council invited the Secretary-General to accelerate contingency planning for a possible United Nations role in the election process, including coordination with the observer missions of the Organization of African Unity, the Commonwealth and the European Union, to enable expeditious consideration of a request to the United Nations for such assistance, Noting General Assembly resolutions 48/159 A of 20 December 1993 and 48/219 of 21 December 1993, in which the General Assembly, inter alia, requested the Secretary-General to accelerate planning for a United Nations role in the election process, in consultation with the Security Council and in coordination with the observer missions of the Organization of African Unity, the Commonwealth and the European Union, Having considered the request of the Transitional Executive Council that the United Nations provide a sufficient number of international observers to monitor the electoral process and to coordinate the activities of the international observers provided by the Organization of African Unity, the Commonwealth and the European Union as well as those provided by Governments (S/1994/16), and accepting the need to respond urgently to this request, 1. ... RESOLUTION 1993/22 Resolution E93r022 27 July 1993 43rd plenary meeting Implementation of the International Plan of Action on Ageing The Economic and Social Council, Mindful that the ageing of populations presents all countries with the major challenge of identifying and supporting new opportunities for older persons and their potential benefits for society, Convinced that the United Nations remains the intergovernmental organization best equipped to provide leadership to the international community in dealing with the challenges presented by the ageing of individuals and populations, Noting with satisfaction the deliberations of the International Conference on Ageing convened on 15 and 16 October 1992 by the General Assembly at its forty-seventh session, on the occasion of the tenth anniversary of the adoption of the International Plan of Action on Ageing by the World Assembly on Ageing, Recalling General Assembly resolution 46/91 of 16 December 1991, by which the Assembly adopted the United Nations Principles for Older Persons, based on the Plan of Action, Recalling that the States gathered in the World Assembly on Ageing reaffirmed their belief that the fundamental and inalienable rights enshrined in the Universal Declaration of Human Rights should apply fully and undiminishedly to the ageing, Recalling also General Assembly resolution 47/5 of 16 October 1992, by which the Assembly adopted the Proclamation on Ageing and decided to observe the year 1999 as the International Year of Older Persons, Recalling further General Assembly resolution 47/86 of 16 December 1992, by which the Assembly adopted the global targets on ageing for the year 2001, as a practical strategy on ageing, and urged Member States to support that strategy and to consult the guide for setting national targets on ageing, Aware of the expanded activities and initiatives of the United Nations programme on ageing, Recalling again General Assembly resolution 47/86, in which the Assembly requested the Commission for Social Development to convene an ad hoc informal working group at its thirty-third session for the third review and appraisal of the International Plan of Action on Ageing and for proposing measures in support of setting national targets on ageing in the decade ahead, Acknowledging with satisfaction the active participation of Member States, specialized agencies and bodies of the United Nations system and interested non-governmental organizations in the third review and appraisal of the implementation of the Plan of Action, Taking note of the conclusions of the third review and appraisal, which indicate that although some progress has been made in implementing the Plan of Action, much remains to be done to implement its recommendations fully, particularly in developing countries, 1. ...
