La scolarizzazione dei minori di origine immigrata in Italia

La crescita degli alunni di origine immigrata nel sistema scolastico italiano costituisce senza dubbio il fenomeno più rilevante che negli ultimi anni ha interessato la nostra scuola. A una presenza ricca e multiforme si contrappone, come dato meno confortante, la constatazione della quasi assenza, o cronica debolezza, del dibattito sulla questione, e la mancanza di dati conoscitivi esaustivi sui problemi che una novità così prorompente pone alle famiglie di origine, ai bambini, ai coetanei italiani, ai docenti, e sugli interventi che si stanno realizzando. L’indagine cerca di delineare, attraverso interviste a genitori, docenti e con casi di studio, la situazione attuale, quali sono i problemi che le scuole e le famiglie si trovano ad affrontare, se e come sono stati risolti, e individua alcune linee guida per il futuro. Il fenomeno riguarda più di 500.000 alunni, quasi il 6% della popolazione scolastica, di aumenti vertiginosi, negli ultimi anni di circa 70.000 bambini e ragazzi all’anno, e di ben 191 nazionalità diverse. L’analisi si è concentrata su tre indagini, la prima tramite interviste a 414 docenti, la seconda tramite interviste a 608 mamme e la terza attraverso studi di caso. I risultati nel loro complesso mettono in evidenza una situazione sostanzialmente positiva, ma con alcuni rischi ed alcune criticità. Le scuole italiane appaiono abbastanza ben attrezzate a gestire la fase del primo inserimento, ed i rapporti tra i diversi attori del sistema (insegnanti, alunni, genitori) sono abbastanza agevoli, grazie soprattutto all’impegno ed al volontarismo di tanti docenti. Siamo ancora lontani, però, dall’aver realizzato una situazione diffusa di pari opportunità, per le differenze tra scuole e territori, per la solitudine di molti insegnanti, per l’assenza di rapporti funzionali con altri settori di intervento sociale sul territorio, per la limitatezza delle risorse a disposizione, che determinano anche nelle situazioni migliori la preponderanza di una “progettualità a termine” e la mancanza di continuità e solidità degli interventi. Rischi concreti e conseguenze negative si registrano nelle scuole con una concentrazione particolrmente alta di alunni di origine immigrata (ritardi nei programmi, stigma di “scuole ghetto”) e nelle situazioni di inserimento a metà anno e/o a metà percorso scolastico. L’ingresso di quantità cospicue di alunni stranieri nelle nostre scuole ha d’altra parte contribuito a rendere ancor più evidenti i problemi endemici di cui da sempre soffre la scuola italiana, dalle carenze della formazione degli insegnanti, alla mancanza di attrezzature tecniche e di supporti adeguati, alla prevalenza di una cultura “italianocentrica” e libresca, alla debolezza di modelli, sia pur importanti e innovativi, come l’autonomia scolastica e le forme di partecipazione sociale delle famiglie, ai già citati volontarismo ed etergoenità territoriale e scolastica. ...
