RESOLUTION 1993/19 Resolution E93r019 27 July 1993 43rd plenary meeting Standard Rules on the Equalization of Opportunities for Persons with Disabilities The Economic and Social Council Recommends to the General Assembly the adoption of the following draft resolution: “Standard Rules on the Equalization of Opportunities for Persons with Disabilities “The General Assembly, “Recalling Economic and Social Council resolution 1990/26 of 24 May 1990, in which the Council authorized the Commission for Social Development to consider, at its thirty-second session, the establishment of an ad hoc open-ended working group of government experts, funded by voluntary contributions, to elaborate standard rules on the equalization of opportunities for disabled children, youth and adults, in close collaboration with the specialized agencies, other intergovernmental bodies and non-governmental organizations, especially organizations of disabled persons, and in which it requested the Commission, should it establish such a working group, to finalize the text of those rules for consideration by the Council at its first regular session of 1993 and for submission to the General Assembly at its forty-eighth session, “Also recalling that in its resolution 32/2 of 20 February 1991 the Commission for Social Development decided to establish an ad hoc open-ended working group of government experts in accordance with Economic and Social Council resolution 1990/26, “Taking note with appreciation of the participation of many States, specialized agencies, intergovernmental bodies and non-governmental organizations, especially organizations of disabled persons, in the deliberations of the working group, “Noting with appreciation the generous financial contributions of Member States to the working group, “Welcoming the fact that the working group was able to fulfil its mandate within three sessions of five working days each, “Acknowledging with appreciation the report of the ad hoc open-ended working group to elaborate standard rules on the equalization of opportunities for disabled persons, “Taking note of the discussion in the Commission for Social Development at its thirty-third session on the draft standard rules, “1. ... Equalization of opportunities for disabled persons The Economic and Social Council, Recalling the United Nations instruments and declarations, as well as other international instruments, that protect the rights of all persons, Recalling in particular the Declaration on the Rights of Disabled Persons, adopted by the General Assembly at its thirtieth session, Noting that in the World Programme of Action concerning Disabled Persons, adopted by the General Assembly at its thirty-seventh session, the equalization of opportunities for disabled persons was defined as the process through which the general system of society, such as the physical and cultural environment, housing and transportation, social and health services, educational and work opportunities, cultural and social life, including sports and recreational facilities, are made accessible to all, Mindful that the objective of the United Nations Decade of Disabled Persons, proclaimed by the General Assembly at its thirty-seventh session, was conceived as the beginning of the effective implementation of the World Programme of Action concerning Disabled Persons, Recalling that the Global Meeting of Experts, convened by the United Nations and the Government of Sweden at Stockholm in 1987, the mid-point of the Decade, reviewed progress made towards the implementation of the World Programme of Action concerning Disabled Persons, Aware that the Global Meeting of Experts identified a number of serious shortcomings with regard to the implementation of the World Programme of Action, Concerned that, with the approach of the end of the United Nations Decade of Disabled Persons, in 1992, important social, economic, political, cultural and other barriers still exist, which prevent disabled children, youth and adults from participating fully in all aspects of life, Taking into consideration the fact that the Tallinn Guidelines for Action on Human Resources Development in the Field of Disability, annexed to General Assembly resolution 44/70 of 8 December 1989, further elaborated the goals of the World Programme of Action, Noting that questions concerning the equalization of opportunities for disabled persons were considered at the Meeting of Experts on Alternative Ways to Mark the End of the United Nations Decade of Disabled Persons, held at Jarvenpaa, Finland, from 7 to 10 May 1990, which was organized jointly by the United Nations and the Government of Finland, Recalling Commission for Social Development resolution 31/3 on the improvement of the work of the Commission, Convinced that further measures are necessary to ensure the full integration of disabled persons in society, 1. ... RESOLUTION 1984/11 Member Name E84r011 24 May 1984 Meeting 19 Equal opportunity for women employed in the United Nations system The Economic and Social Council, Bearing in mind the long-standing commitment of the United Nations to the equal rights of women and men as expressed in the Preamble to the Charter of the United Nations and in the Convention on the Elimination of All Forms of Discrimination against Women and, in particular, Article 8 of the Charter of the United Nations on the eligibility of men and women to participate in any capacity and under conditions of equality in the work of the Organization, Concerned by the lack of progress towards increasing the proportion of women in the Secretariat, in particular the failure to reach by 1982 the target of 25 per cent of the total number of women in posts subject to geographical distribution which was set by the General Assembly in section III of resolution 33/143 of 20 December 1978, Keeping in mind that the 25 per cent target should not be viewed as a limit on the number of women employed, and paying particular attention to those areas of the United Nations system where compliance with General Assembly resolution 33/143 has lagged, Reaffirming section III of General Assembly resolution 33/143, section V of Assembly resolution 35/210 of 17 December 1980 and Assembly resolutions 37/235/B of 21 December 1982 and 38/231 of 20 December 1983, as well as resolution 24 of the World Conference of the United Nations Decade for Women: Equality, Development and Peace, in which the Conference, inter alia, called upon the Secretary-General and the heads of the specialized agencies and other United Nations bodies to end all forms of discrimination based upon sex in the recruitment, promotion and training of women and to increase the proportion of women employed, particularly at the senior levels, 1. ... RESOLUTION 1984/15 Member Name E84r015 24 May 1984 Meeting 19 Promotion of opportunities for young women The Economic and Social Council, Recognizing that 1985 is the culminating year of the United Nations Decade for Women: Equality, Development and Peace, Recognizing also that 1985 has been designated International Youth Year: Participation, Development, Peace, Recognizing further that 1985 presents an opportunity to focus on the roles of young women and their participation in all activities, such as festivals, meetings, and other international youth forums to mark the International Youth Year: Participation, Development, Peace, Bearing in mind that young women were singled out for priority attention by the World Conference of the United Nations Decade for Women: Equality, Development and Peace, particularly in its resolution 27, Affirming that youth is the period of growth, development and apprenticeship for the adult roles of work, citizenship and parenthood, from which all of society will benefit, Affirming also that youth should be a period of discovery and joy in living, Considering that young women who become mothers too early are not only deprived of their youth but are not prepared for the responsibilities of parenthood and are subject to a higher health risk, Recognizing that, while girls and young women are found in societies at all levels of development, the world is in a period of technological revolution affecting all and women must therefore be equal partners with men in shaping and benefiting from that revolution, Stressing that those young women who lack sufficient nutrition, education, appropriate training and health are ill prepared for their adult roles in this changing world and are thus vulnerable to economic, social and sexual exploitation, 1. ...
