RESOLUTION 894 (1994) RESOLUTION S94R894 S/RES/894 (1994) 14 Gennaio 1994 Adopted by the Security Council at its 3329th meeting, on 14 January 1994 The Security Council, Reaffirming its resolutions 765 (1992) of 16 July 1992 and 772 (1992) of 17 August 1992, Having considered the report of the Secretary-General on the question of South Africa dated 10 January 1994 (S/1994/16), Welcoming the further progress made in establishing a democratic, non-racial and united South Africa, and in particular the establishment of the Transitional Executive Council and the Independent Electoral Commission, and the agreement on the Interim Constitution, Noting that the legal framework of the electoral process in South Africa leading to the elections to be held on 27 April 1994 is defined by the Independent Electoral Commission (IEC) and the Electoral Acts, the Independent Media Commission Act and the Independent Broadcasting Authority Act, Commending the positive contribution already made by the United Nations Observer Mission in South Africa (UNOMSA) to the transitional process in South Africa and to efforts to curb violence, Commending also the positive contribution of the Organization of African Unity, the Commonwealth and the European Union in this regard, Reiterating its determination to continue to support the process of peaceful democratic change in South Africa for the benefit of all South Africans, Recalling the statement made by the President of the Security Council on 23 November 1993 (S/26785), in which the Security Council invited the Secretary-General to accelerate contingency planning for a possible United Nations role in the election process, including coordination with the observer missions of the Organization of African Unity, the Commonwealth and the European Union, to enable expeditious consideration of a request to the United Nations for such assistance, Noting General Assembly resolutions 48/159 A of 20 December 1993 and 48/219 of 21 December 1993, in which the General Assembly, inter alia, requested the Secretary-General to accelerate planning for a United Nations role in the election process, in consultation with the Security Council and in coordination with the observer missions of the Organization of African Unity, the Commonwealth and the European Union, Having considered the request of the Transitional Executive Council that the United Nations provide a sufficient number of international observers to monitor the electoral process and to coordinate the activities of the international observers provided by the Organization of African Unity, the Commonwealth and the European Union as well as those provided by Governments (S/1994/16), and accepting the need to respond urgently to this request, 1. ... RESOLUTION 772 (1992) RESOLUTION S92R772 S/RES/772 (1992) 17 August 1992 Adopted by the Security Council at its 3107th meeting,on 17 August 1992 The Security Council, Reaffirming its resolution 765 (1992) of 16 July 1992, Having considered the report of the Secretary-General on the question of South Africa (S/24389), Determined to help the people of South Africa in their legitimate struggle for a non-racial, democratic society, Cognizant of the expectations of the people of South Africa that the United Nations will assist with regard to the removal of all obstacles to the resumption of the process of negotiations, Bearing in mind the areas of concern relevant to the question of violence in South Africa, including the issues of the hostels, dangerous weapons, the role of the security forces and other armed formations, the investigation and prosecution of criminal conduct, mass demonstrations and the conduct of political parties, Further bearing in mind the need to strengthen and reinforce the indigenous mechanisms set up under the National Peace Accord, so as to enhance their capacity in the building of peace, both in the present and in the future, Determined to assist the people of South Africa to end violence, the continuation of which would seriously jeopardize peace and security in the region, Underlining, in this regard, the importance of all parties cooperating in the resumption of the negotiating process as speedily as possible, 1. ... RESOLUTION 1992/14 Resolution E92r015 30 July 1992 40th plenary meeting Women and children under apartheid The Economic and Social Council, Recalling its resolution 1991/20 of 30 May 1991, Reaffirming the provisions of the Declaration on Apartheid and its Destructive Consequences in Southern Africa, contained in the annex to General Assembly resolution S-16/1 of 14 December 1989, Recalling General Assembly resolution 46/79 of 13 December 1991, Alarmed by the grave socio-economic deprivation to which the majority of the people, especially the women and children, are subjected as a direct consequence of apartheid, Deeply concerned about the alleged State complicity in politically motivated violence that has to date claimed thousands of lives and has left hundreds of thousands homeless, the majority of whom are women and children, Noting the positive changes initiated by the South African authorities aimed at dismantling apartheid, which were the result of the relentless struggle waged by the people of South Africa as well as the pressure exerted by the international community, Noting with satisfaction the signing of the National Peace Accord in September 1991 and the convening of the Convention for a Democratic South Africa in December 1991, and expressing the hope that this will constitute a major contribution towards the final ending of violence in South Africa, Welcoming the holding of the Convention for a Democratic South Africa as an attempt to resolve the problems of South Africa by peaceful means as envisaged in the Declaration on Apartheid, Recognizing that the equality of women and men cannot be achieved without the success of the struggle towards a united, non-racist, non-sexist and democratic South Africa, Aware of the attention given by the United Nations, and, in particular, the Centre against Apartheid and the Division for the Advancement of Women, to the issue of assisting South African women to participate fully in the process of establishing a non-racist democracy in their country, 1. ... RESOLUTION 1992/31 Resolution E92r031 30 July 1992 41st plenary meeting Second phase of the Special Programme for Sub-Saharan African Countries Affected by Drought and Desertification of the International Fund for Agricultural Development The Economic and Social Council, Recalling its resolution 1989/88 of 26 July 1989, in which it stressed the urgent need for substantial progress in stimulating food production in developing countries, and its resolution 1991/95 of 26 July 1991 on the second phase of the Special Programme for Sub-Saharan African Countries Affected by Drought and Desertification of the International Fund for Agricultural Development, Recalling also General Assembly resolution 45/207 of 21 December 1990, in which the Assembly urged the international community to support the efforts of developing countries by increasing even more the flow of resources, including concessional flows for agricultural development, Bearing in mind General Assembly resolution 46/151 of 18 December 1991, in which the Assembly adopted the United Nations New Agenda for the Development of Africa in the 1990s, Recalling resolution CM/Res.1416 (LVI) on the second phase of IFAD’s Special Programme for Africa, adopted by the Council of Ministers of the Organization of African Unity at its fifty-sixth ordinary session and endorsed by the Assembly of Heads of State and Government of the Organization of African Unity, held at Dakar in July 1992, Noting with satisfaction the effective implementation of the first phase of the Special Programme, including the mobilization of the target level of $300 million, Recalling also resolution 67/XIV of the Governing Council of the International Fund for Agricultural Development on the establishment of a second phase of the Special Programme and its decision, inter alia, to take note of the appeal made by the African members that every effort should be made to reach a target of $300 million for the second phase of the Special Programme and to appeal to all members in a position to do so to contribute generously, on a voluntary basis, to the Special Resources for Sub-Saharan Africa for the second phase of the Special Programme of three years, bearing in mind the level of resources mobilized for the first phase and its successful implementation, Noting the progress made on the preparatory activities for the launching of the second phase of the Special Programme, including the development of a pipeline of projects in an advanced stage of preparation, Expressing its deep appreciation for the contributions pledged by a number of industrialized and developing Member States to the second phase of the Special Programme, 1. ...
